The romance begins in Act 2. Below is a breakdown of the necessary missions, outlining key dialogue choices to secure Panam's heart.
Complete Ghost Town
This main job, following "Playing for Time," introduces Panam. Agree to help her retrieve her car. Whether you choose stealth or a direct approach in Rocky Ridge is inconsequential. The crucial choice is agreeing to help her get revenge on Nash. After the confrontation, at the Sunset Motel, choose either "To your ride!" or "To what’s ahead!" when toasting. Later, flirt by suggesting "Maybe we get just one room?".
Complete Lightning Breaks
This mission follows directly from "Ghost Town." Focus on completing the objectives; dialogue choices here don't significantly impact the romance.
Complete Life During Wartime
This mission involves rescuing Mitch. Choose "I’m sorry about Scorpion." When confronted by the Aldecaldos and Saul, defend Panam by selecting "It really wasn’t Panam’s fault." Afterward, respond to Panam's message with: "Maybe Mitch was right. You should go back. Settle everything once and for all." Complete other missions until Panam contacts you for "Riders of the Storm." It's crucial to respond within 24 in-game hours.

Agree to help Panam rescue Saul. Choose "We’re chooms, that’s why" and "Yeah, ‘course" when offered a ride. After escaping the Wraith compound, during the argument between Panam and Saul, select either "Let’s take it easy – you’re both tired" or "Shitty idea, Panam’s right." At the motel, select the following flirtatious options: "Pleased with your stay, ma’am?", "You’d be more comfortable with your shoes off, ma’am", and "\[Touch Panam’s thigh\] Got a few ideas." The next morning, choose "\[Stop Panam\] Wait. About last night…"
Complete With a Little Help from My Friends
Agree to help Panam. Choose "OK, I’m in" and "I’m riding with you." At the communications tower, select: "\[Stand by window\] Missed you", "So let’s start", "Great plan. What went wrong?", "So far, so good", "Why’s it different with me?", and "\[Touch Panam’s hand\] Next time, try following that impulse." At the campfire, choose "\[Scooch closer\] Gotten kinda cold."
Complete Queen of the Highway
After a day away from the Aldecaldos camp, return and flirt with Panam: "Nice and cozy in here." During the Basilisk sequence, choose "\[Let Panam touch you\] Oh, yeah. Let’s go." After the battle, select one of the following: "\[Drink\] Listen, what happened in the Basilisk…", "I’d love to. But I can’t.", or "\[Stand\] I’ll think it over, I promise." Finally, when Panam walks you to your vehicle, choose either "Honestly? I dunno" or "\[Kiss Panam\] Thanks for being here for me."
Completing these quests and making the correct dialogue choices will unlock the romance with Panam and the "The Star" ending. Afterward, the "I Really Want To Stay At Your House" mission becomes available, allowing for further intimate interactions in V's apartment.
