Innkeepers (or Beach Keepers) reside on most islands, excluding those requiring specific player achievements (e.g., the Depths). They're often near structures like shacks or tents, but sometimes simply stand near trees (as on Ancient Isle), making them easy to overlook. Always interact with every NPC in a new area to identify them.
Once you find an Innkeeper, interact to check the cost. Conveniently, setting a new spawn point in Fisch always costs 35C$, and you can change your spawn location as many times as needed.
