Teleport to the nearest station, where you can rent a bike to quickly reach the NPC. Once you're there, you'll find a girl named Mysti. Engage in conversation with her, and she'll outline what you need to do to complete the mission.

Mysti will tell you that you need a simple fishing outfit. If you've progressed far enough in the game, you likely already have a complete fishing costume, which is ideal for this quest.

However, I found that my green dress worked just as well, and I completed the quest without even realizing it. It was a pleasant surprise, and I promptly collected my rewards.

In fact, any outfit categorized as Simple will suffice. If you haven't yet acquired such an outfit, the fishing costume remains your best option.
